City of Durango approves Metro District No. 4 for Three Springs

District will finance landscaping, water improvements

Durango City Council unanimously approved a service plan for a fourth Metropolitan District for the Three Springs community.

Similar to the first three metro districts approved by the city 10 years ago, the formation of the proposed fourth district would finance approximately $2.66 million in recreation, landscaping, street, sidewalk, sewage and water improvements to a 39-acre parcel known as Three Springs Crossings.

Pat Morrissey, director of Metro District No. 3, said a maximum 50-mill levy would be imposed on all taxable properties within the boundaries of the district, with debt service to be paid back over 30 years.

The taxing district will adjoin the 681 existing acres of Three Springs, developed by GRVP, which is owned by the Southern Ute Indian Tribe.

The first three metropolitan districts became the first in Durango when they received city approval in 2006 to help pay for services.
