Does the city not have a truant officer?

At about 9 a.m. on May 14, I boarded the southbound trolley at north City Market. Twenty-five school-age children boarded it at the same time.

I could not help but wonder why so many children were not in school during school hours. Could it be because the city of Durango can afford a ridiculous amount of money to throw boulders in the river but cannot afford to pay for a truant officer?

Do the parents of the children in Durango want their children to grow up unable to read? Perhaps some of the parents need a wake-up call. That, by the way, was not an isolated incident.
