‘Pedestrian’ list does not include cyclists

According to Wikipedia, “a pedestrian is a person traveling on foot, whether walking or running. In some communities, those traveling using tiny wheels such as roller skates, skateboards and scooters, as well as wheelchair users are also included as pedestrians. In modern times, the term usually refers to someone walking on a road or sidewalk, but this was not the case historically.”

If you are on your bike you are not a pedestrian! Why was someone cited for failing to yield to a pedestrian in a crosswalk when the supposed pedestrian, who was on his bike, was attempting to cross Camino del Rio and Seventh Street in the crosswalk from the east side of the street, according to the police report? Does the Durango Police Department have a different definition of pedestrian?
