Amdt. 69 tax 0.9%, not 50% on retirees

I took John Viner’s advice (Letters, Herald, Oct. 19) and read Section 9(d) of proposed Amendment 69. I’m glad I did.

Viner said non-payroll income, i.e., the income of retirees, would be taxed 50 percent during the transitional period while a single-payer health system for Colorado is being implemented.

As I read Section 9(d), however, it says 50 percent of non-payroll income (the income of retirees) would be taxed 0.9 percent – less than 1 percent!
