Sec. 24-65. - Authority for immobilization and impoundment.
(a) When a driver, owner or person in charge of a vehicle or Recreational Vehicle as defined in Code Section 24-81 has received and failed to respond to two (2) or more penalty assessment notices issued by an authorized officer pursuant to section 24-69 and to the notices described in section 24-72 for a period in excess of thirty (30) days from the date of issuance of the penalty assessment notices, then an authorized officer may and are hereby authorized to temporarily and for a period of seventy-two (72) hours immobilize such vehicle by installing or attached to such vehicle a device designed to restrict the normal movement of such vehicle. If a vehicle is so immobilized, the authorized officer installing or attaching such device shall conspicuously affix to such vehicle a notice in writing on a form provided by the city, advising the owner, driver or person in charge of such vehicle that such vehicle has been immobilized by the city for failure to respond to two (2) or more penalty assessment notices. Such notice shall also advise the owner, driver or person in charge of such vehicle that release from such immobilization may be obtained at a designated place and that unless arrangements are made for the release from immobilization of such vehicle within seventy-two (72) hours, the vehicle may be removed from the streets at the direction of an authorized officer.

WHEREAS, the City Council of the City of Durango is charged with ensuring the general public’s health, safety, and welfare; and
WHEREAS, there have been recent updates to City Code related to the regulation of the parking and storage of Recreational Vehicles; and
WHEREAS, the Council desires to amend this chapter of the City Code to provide authorized staff to enforce said regulations.

NOW, THEREFORE, THE CITY OF DURANGO HEREBY ORDAINS, CHAPTER 24 TRAFFIC AND VEHICLES – ARTICLE III – PARKING ADMINISTRATION AND REGULATIONS – SECTION 24-65 Authority for immobilization and impoundment, BE AMENDED TO READ AS FOLLOWS:

ORDINANCE O-2026-00XX

AN ORDINANCE AUTHORIZING THE CONVEYANCE OF A CITY-OWNED PARCEL LOCATED AT 1055 AVENIDA DEL SOL FOR PROVIDING A COMMUNITY HOMELESS SHELTER
WHEREAS, Article II, Section 11 of the Charter of the City of Durango allows the City Council to authorize the conveyance of real property of the city by ordinance; and
WHEREAS, the City of Durango is the owner of a parcel located at 1055 Avenida Del Sol, further described in Exhibit A as the property located in the NE1/4 NE1/4 of Section 30, Township 25 North, Range 9 West, N.M.P.M, County of La Plata, City of Durango, Colorado (hereinafter the “Property”); and
WHEREAS, the City Council of the City of Durango has been leasing the parcel to Volunteers of America, Colorado Branch, a Colorado Non-Profit Corporation (hereinafter “VOA”) since 1991 to provide a homeless shelter for the Durango community, the Durango Community Shelter, and has a current lease with VOA from July, 2012 through July, 2028 for an annual fee of $1.00 (hereinafter the “Lease”); and
WHEREAS, the Lease recognizes that the City is leasing the Property to VOA for essentially no cost in order to assist VOA in providing a community benefit through the operation of the Durango Community Shelter, with VOA responsible for operating costs and capital improvements to the Property; and
WHEREAS, further renovations and ongoing investments are needed to ensure the facility remains safe, functional, and able to meet the community’s needs, and
WHEREAS, VOA has requested that the City transfer ownership of the Property, including all improvements thereon, in order to ensure that the shelter remains a stable, long-term resource for the community and to facilitate continued investment in the facility; and
WHEREAS, the City Council intends that the Property continue to be used for purposes consistent with the operation of a community shelter, subject to terms and conditions to be set forth in the conveyance documents; and
WHEREAS, the City Council finds that the conveyance of the Property shall be at no cost, in recognition of the community benefit provided by VOA through operation of the Durango Community Shelter; and
WHEREAS, the City Council therefore finds it in the best interests of the City and its residents to authorize the conveyance.
NOW THEREFORE, THE CITY OF DURANGO HEREBY ORDAINS THE AUTHORIZATION OF THE CONVEYANCE OF A CITY-OWNED PROPERTY LOCATED AT 1055 AVENIDA DEL SOL, FOR PROVIDING A COMMUNITY HOMELESS SHELTER.

ORDINANCE NO. O-2026-XX

AN ORDINANCE AMENDING THE CITY OF DURANGO CODE OF ORDINANCES CHAPTER 27, THE LAND USE AND DEVELOPMENT CODE REGARDING TEMPORARY SIGNS.

WHEREAS, the Land Use and Development Code (LUDC) was adopted in 2014 and since its adoption, the LUDC has had multiple revisions to address new standards and clarify provisions; and
WHEREAS, City staff have identified various amendments to sections of the LUDC that improve its function by enhancing clarity, and updating requirements to improve staff’s ability to provide a balanced and fair legal framework for the design, construction, and placement of signs; and
WHEREAS, the City has an important and substantial interest in promoting visual harmony and a respect for the historic character of the community while also enhancing the economy, businesses, and industries by encouraging efficient implementation of the LUDC; and
WHEREAS, City staff have consulted with members of the local business community and residents to identify amendments to sections of the LUDC with the goal of increased compliance with the temporary sign regulations; and
WHEREAS, a public hearing has heretofore been held before the City Council of the City of Durango, and the Council has determined, subsequent to said public hearing, that the proposed text amendments to Chapters 3, and 6, of the Land Use and Development Code are in the best interest of the citizens of the City of Durango.
NOW, THEREFORE, THE CITY OF DURANGO HEREBY ORDAINS:

Section 1. That Chapter 27 of the Code of Ordinances of the City of Durango should be and is hereby amended, with the sections described below being added or amended as is more specifically described on Exhibit ‘A’ attached hereto and incorporated herein:
1) Section 3-6-3-1 Authorized Sign Types is amended as described in Exhibit ‘A’.
2) Section 3-6-4-2 Temporary Signs is amended as described in Exhibit ‘A’.
3) Table 3-6-5-1B Signs Allowed in Central Business (CB) and Mixed Use-Neighborhood (MU-N) Zones is amended as described in Exhibit ‘A’.
4) Table 3-6-5-1C Signs Allowed Mixed Use-Arterial (MU-A) Zone is amended as described in Exhibit ‘A’.
5) Table 3-6-5-1D Signs Allowed in Commercial General (CG) and Commercial Regional (CR) Zones is amended as described in Exhibit ‘A’.

In any prosecution charging a violation of any provision of this chapter governing the stopping, standing or parking of a vehicle or Recreational Vehicle, proof that the particular vehicle described in the complaint was parked in violation of any such regulation, together with proof that the defendant named in the complaint was at the time of such parking the registered owner of such vehicle, shall constitute a prima facie presumption that the registered owner of such vehicle was the person who parked or placed such vehicle at the point where, and for the time during which, such violation occurred.

The Board of Trustees of the Town of Bayfield will hold a Public Hearing to determine whether certain property for which a petition for annexation has been filed with the Town, to be known as the Bayfield Parkway, US Highway 160, County Road 501 and County Road 521 Annexation to the Town of Bayfield, meets the applicable requirements of Section 30 of Article II of the Colorado Constitution and Sections 31-12-104 and 31-12-105 of the statutes of the State of Colorado and is eligible for annexation to the Town.

The approximate location of the property is:
US Highway 160: Approximately 1,600ft east of the east intersection of Bayfield Parkway to Mankins Ranch Road (Approx. 3 miles). Bayfield Parkway: East intersection of Hwy 160 to West intersection of Hwy 160 (Approx. 2.4 Miles). CR 501: Sections between CR 501 and Hwy 160 intersection, north to Pine Valley Church. CR 521: A section 345 feet north of Mars Avenue intersection and south 390’ of Mars Avenue intersection.

The meeting to adopt the intent to annex and set the annexation hearing is scheduled for June 16, 2026. Public Hearings are scheduled before the Planning Commission on Tuesday, July 14, 2026 at 6:30pm and before the Town Board on Tuesday July 21, 2026 at 6:30pm at the Bayfield Town Hall located at 1199 Bayfield Parkway, Bayfield, Colorado. Any interested person or party is invited to provide comment on this request. Information regarding the request is available in the office of the Bayfield Town Planner or online at Bayfieldgov.org.

A mandatory pre-bid site visit shall be held on June 2, 2026, beginning promptly at 11:30 AM MDT. Bidders are to meet and sign in outside the Fairgrounds Extension Building entrance at 2500 Main Avenue, Durango, CO 81301.

NOTICE IS HEREBY GIVEN The Downtown Durango Hotel in coordination with the City of Durango will be changing E. 5th Street to two-way traffic between E. 2nd Ave and E. 3rd Ave. Currently E. 5th Street is one-way east bound. Diagonal parking spaces will also be changing 45 degrees or to parallel to accommodate two-way traffic. The work will include partial and full road closures. The new traffic pattern will take effect after June 12th. These changes are part of the Hotel’s approved traffic plan and necessary to maintain safe and functional traffic patterns within the neighborhood.

Sealed bids for the Durango – La Plata County Airport Snow Removal Equipment (SRE) Carrier Vehicle with Runway Broom project will be received by the City of Durango, Colorado, by and through the Grants/Contracts Division, until Monday, June 15th, 2026, at 3:00 p.m. (MT). The City of Durango invites interested, qualified people or firms capable of providing the required services to bid for this project.

The work involved will include, but not be limited to: the manufacturing, delivery, testing, training, commissioning, and warranty of a new, unused, model year 2026 or newer Snow Removal Equipment (SRE) Carrier Vehicle with Runway Broom for the Durango – La Plata County Airport.

A non-mandatory Pre-Bid Conference call will be held on Thursday, May 28th, 2026, at 1:oo p.m. (MT). Participant call-in information for the non-mandatory pre-bid conference call is included below. NOTICE INVITING LEASE PROPOSALS

Axis Health System ("Landlord") is soliciting sealed lease proposals from qualified prospective tenants for approximately 1,232.92 rentable square feet described as a portion of that certain real property and improvements thereon commonly known as 150 MERCURY VILLAGE DRIVE, DURANGO, COLORADO 81301. The proposed lease term shall run from July 1, 2026 through June 30, 2027.

Bidding shall close on May 22, 2026. As part of any proposal, Tenant shall also lease from Landlord all equipment currently located in the Premises. A security deposit in the amount of $1,500.00 shall be required for new tenants.

· Minimum of three (3) years of successful business experience, supported by tax returns.
· Occupancy shall be permitted only Monday through Friday.
· Hours of operation shall not begin before 7:00 a.m. and shall not extend beyond 6:00 p.m.

Landlord reserves the right to reject any or all proposals, request additional information from any bidder, and negotiate with one or more prospective tenants in its sole discretion. No proposal shall be binding upon Landlord unless and until a final written lease agreement is fully executed by all parties.
