Even into the 1920s, La Plata County used horse-drawn machinery and wagons to build roads. Taken along the La Plata River near Long Hollow, this photo shows a six-horse team pulling a road grader with Russell Frame and Jack Carroll in the driver’s seat. Clebe Campbell is standing behind on the grader.
