If the Durango City Council wanted to be a little smarter than the other cities about this newest bag ban fad, it could require the use of biodegradable bags instead of the plastic bags. That wouldn’t create a big inconvenience to the citizens and would help the environment at the same time. The biodegradable bags are made from corn starch and pass the strict European environmental standards. I would volunteer to be the exclusive supplier for the entire Western Slope if need be.
