Your editorial comments (Herald, Sept. 18) on the ColoradoCare plan (Amendment 69) on the November ballot show a misunderstanding of the structure of the plan.
Your major criticism of the plan was that “too many of the specifics would be in the state’s constitution, virtually unchangeable with experimentation, including tax rates and leadership composition.”
But the constitutional amendment contains only a skeleton of the plan and a few requirements.
The details of the plan will be decided by a board of trustees. The tax rate can be adjusted up, as allowed by the voters, or down by the board. The composition of the board is adjustable by the voters in elections held every two years.
There is plenty of flexibility in the plan without the need to do any further amending of the constitution.
