Crosswalk light at Camino is dangerous

I can attest that the crosswalk light at 1200 Camino del Rio is very dangerous and inconsistent for pedestrian safety.

I was entering the crossing on a bicycle with the walk light showing double digit seconds remaining. A driver in the second lane did not see me and started moving against the blinking red light. I slammed into the car, sustaining injuries.

Normally, when you cross a street and the crosswalk light shows time remaining, it is safe. The obvious solution seems to me is to eliminate the blinking red light.

In this case, there were no citations for the driver, which says that pedestrian safety is at the mercy of the skills of the drivers.
