The first part of the solution is to eliminate the left turn from Florida Road to southbound East 3rd Avenue. All Florida Road traffic would proceed down 15th Street.
Southbound traffic would turn left at 2nd Avenue to 14th Street with a right to the stoplight and onto Main Avenue or Camino del Rio. Northbound would stay on 15th Street to Main Avenue, using the current right only.
The second part of the solution is to eliminate the left turn from East 3rd Avenue to 15th Street. Third Avenue residents from 13th to 15th streets would have to use the roundabout at Riverview Drive and back track a bit.
This simple solution would reduce traffic on 3rd Avenue 1) by eliminating the northbound thoroughfare on East 3rd Avenue and 15th Street; 2) eliminating the southbound thoroughfare on East 3rd Avenue from Florida Road; 3) solving Malfunction Junction; and 4) using existing major thoroughfares.
This would be a less expensive solution provided there are key upgrades to 15th Street and 2nd Avenue, both of which have been needed for at least 40 years. Beyond new signage, a more modest amount of work would need to be done on the East 3rd Avenue/Florida Road junction.
