Former Durango finance director pleads guilty to embezzlement

Brown, 51, formally entered her plea on two felony charges: embezzlement of public property and theft of $100,000 or more but less than $1 million. She also entered a plea agreement, filed last week, which outlined several dropped charges and a possible sentencing of up to 12 years in prison in exchange for her guilty pleas.

Brown’s sentencing hearing is scheduled for Jan. 8.

“It was the expected plea – it was pretty clear,” said Durango Mayor Dean Brookie. “It’s a sad day for her and a sad day for the community.”

Brown worked in city finances for more than 17 years, including in 2003 as an accountant supervisor before becoming finance director in 2007. She resigned in October 2019 amid allegations of fraud, which led to a monthslong investigation by the Colorado Bureau of Investigation.

According to an arrest affidavit, Brown approved checks from the city of Durango to Animas Professionals in her role as finance director. From there, she deposited the checks into her personal bank account.

Court records show Animas Professionals dissolved in 2010, and was owned by Bill Brown, Julie Brown’s father-in-law.

During January’s sentencing hearing, prosecutors and defense attorneys are expected to make sentencing recommendations, but District Judge William Herringer will have wide discretion in determining a punishment.

Brown faces anything from probation to 12 years in prison, according to terms of the plea agreement accepted by the judge Friday. She must also pay at least $712,297 to the city of Durango.

Brookie said City Council would have the opportunity to offer input to prosecutors about appropriate sentencing.

“The council’s goal will be to assure that the city is financially reimbursed to the greatest extent possible for the citizens of Durango,” he said.
