Hello, I am Arthur Dillman, and I am 10. In class I have learned about an issue in our town that has existed for a while: homeless hunger.
Many homeless people have mental and health problems and cannot get jobs to keep them alive. I have done research on this problem and propose that our town reallocate a portion of the 2015 Parks and Rec sales tax toward the creation of a campground that is operated by homeless and serves tourists. This would be a win-win-win.
The creation of a permanent campground would simultaneously serve both homeless people and tourists. The campground would have two separate areas serving each group. The tourist zone would generate enough revenue to pay for food, shelter, hot water, electricity and other basic needs of the homeless.
In turn, the unhoused people would be responsible for cleaning, removing trash, beautification projects and managing the entire campground. Once the land is acquired and facilities are built with the tax revenue, it would become self-sustaining and the unhoused would have basic income to provide for themselves.
The facilities would include a professional kitchen that would serve all campers, an indoor/outdoor eating area, a bunkhouse and traditional campgrounds. It would also include high-speed internet, RV hookups and EV charging stations. A camp store would provide groceries and automotive supplies, all operated by the formerly unhoused residents.
If the campground is a success, homeless hunger could be taken care even better than now.
