U.S. budget deficits falling – for now

WASHINGTON – An unforeseen flood of revenue is shrinking federal deficits to the lowest level of President Barack Obama’s tenure, Congress’ nonpartisan budget adviser said Tuesday. But in a report that will fuel both parties in their autumn clash over spending, the analysts also warned that perilously high shortfalls will roar back unless lawmakers act.

Two weeks before Congress returns from recess, the Congressional Budget Office said it expects this year’s federal deficit to fall to $426 billion. That’s $60 billion less than it expected in March, thanks to greater-than-expected individual and corporate income tax collections.

Teen holds teacher, students hostage

PHILIPPI, W.Va. – A 14-year-old boy held 29 students and a teacher at gunpoint in a West Virginia high school classroom Tuesday afternoon before he released them after negotiations and surrendered, authorities said. No injuries were reported.

The student took a pistol into a second-floor classroom Tuesday afternoon at Philip Barbour High School in the north-central part of the state, State Police Lt. Michael Baylous said in a statement. It was the ninth day of the new school year in Philippi, a town of some 3,000 residents located about 115 miles south of Pittsburgh, Pennsylvania.

Turkey, U.S. discuss anti-IS campaign

ANKARA, Turkey – Turkish and U.S. officials have concluded “technical talks” over their cooperation on operations against the Islamic State group, Turkey’s foreign minister said Tuesday.

Minister Mevlut Cavusoglu told reporters that Turkish and U.S. military officials had sealed an agreement concerning “the procedures and technical details” of their operations. He didn’t provide details, but he has said an extensive, coordinated operation against the militant group would start soon.

Turkey last month took on a more front-line role in the fight against IS. It has carried out raids against IS targets in Syria and is allowing a key air base close to the Syrian border to be used in the U.S.-led campaign against the extremists.
