These people are given hope, a sense of being productive and they develop an employment record. They have been very responsible, appreciative and feel they have the need to prove themselves.
This program is being adopted by many cities, including Albuquerque and Denver. It certainly sounds more beneficial to all than a tent city or soup kitchen.
