Safety on the river trail? Anyone?

Just wondering when the city is going to decide there needs to be some monitoring on the river trail. For the umpteenth time this week (it’s only Wednesday), a helmetless nitwit flew past me with no warning, full throttle, no pedaling, doing probably 20 mph like it was a city street. Will it take a toddler getting hit? Or maybe we could sacrifice a senior citizen to get your attention.

Calls to DPD are less than useless. What happened to the fancy fast four-wheeler the DPD touted? I have never seen it on the river trail. Calls to the city are no better. What do we need to do? The river trail is not safe for pedestrians or actual cyclists.
