Subdivision on Rim Drive OK’d

Planning Commission approves conceptual plan

The Durango Planning Commission on Thursday unanimously approved a conceptual plan for a new subdivison and cul-de-sac along the 2600 block of Rim Drive.

Property owners Barry and Cynthia Hillmer live on the 11.5 acre lot where the project is proposed, and they plan to continue to live in their home after the subdivision project is finished, said Mike Olson, the engineer for the Hillmers.

The Planning Commission approved the annexation of the parcel in August, and now the annexation and conceptual plan will go before Durango City Council in October for approval.

The conceptual plan proposes 10 lots along Rim Drive and the five larger lots behind them.

The smallest lots along Rim Drive would be about 8,700 square feet, in which individual homes would be built. The largest parcels would be more than 2 acres, according city planning documents.

Neighbors had previously voiced concern in 2014 about how drainage would be managed during the Comprehensive Plan Map amendment review, according to city documents.

“Drainage was a big issue,” said Craig Roser, the planner who presented the project.

Before the project can be built, an engineer will have to design drainage that will slow stormwater and direct it out into the street.

The city rejected the previous proposal to drain the water out to Hillcrest Golf Club because it is illegal to design a drainage system that leads onto someone else’s property, said Nicol Killian, planning manager.

The city also asked the property owners to look for archaeological sites that might need to be mitigated before the project is built because the city has found some in the area before, according to city documents.
