The La Plata West Water Authority will hold a groundbreaking ceremony to celebrate the beginning of construction for Phase 1, which will bring potable water to southwestern La Plata County, at 10 a.m. Friday at Breen Grange Hall, 15300 La Plata Highway (Colorado Highway 140) in Breen.
