Report: Iran has cut nuke-arms ability

VIENNA – The United Nations will release a report this week certifying that Iran’s ability to make a nuclear bomb has been greatly reduced because it has diluted half of its material that can be turned most quickly into weapons-grade uranium, diplomats said Tuesday.

The move is part of Iran’s commitments under a deal with six world powers in effect since January that mandates some nuclear concessions on the part of Tehran in exchange for a partial lifting of sanctions crippling its economy.

India court recognizes third gender category

NEW DELHI – India’s top court Tuesday issued a landmark verdict creating a third gender category, saying transgendered people can now identify themselves that way on official documents.

Activists say it will give relief to millions of people who face discrimination in India’s deeply conservative society.

The Supreme Court directed the federal and state governments to include transgendered people in all welfare programs for the poor, including education, health care and jobs to help them overcome social and economic challenges.

Fatal shooting in Israel wins Hamas praise

JERUSALEM – The prime minister of the Hamas-ruled Gaza Strip on Tuesday praised a shooting that killed an Israeli and wounded his wife and son as they drove through the West Bank the previous evening en route to a Seder, the traditional Passover meal that starts the weeklong Jewish holiday.

Speaking in Gaza, Ismail Haniyeh said the attack outside the city of Hebron “brought back life to the path of resistance” against Israel and warned of more attacks in the territory. No one claimed responsibility for the attack, the latest incident to threaten peace talks with the Palestinians.
