Under Durango City Manager Ron LeBlanc and apparently with the blessing of City Council, there has been for years a management style best described by the words “hold them accountable,” whereby the people whom LeBlanc and the top echelon of city management have led have been held to strict adherence to city policies.
But as happens so often when there is inadequate oversight of the top tier of an organization, the people at the apex tend to develop the attitude that rules only apply to the people being led, not to the leaders.
Whether this is due to a “good old boy (girl)” network operating behind the scene or laxity on the part of City Council in their mandated oversight duties, the result is the same.
If anything, the perception of corruption can become quite corrosive to the trust between the citizens and the city government.
